According to the Council of Ministers, there are no binding commitments
Bulgaria and Ukraine have signed a cooperation agreement in the field of security. As stated in the Final Provisions of the text, it does not fall within the scope of the Vienna Convention on the Law of Treaties (1969). This means that:
• It does not fall within the scope of Bulgaria’s Law on International Treaties, as it does not contain legally binding commitments, but rather opportunities for the further development of joint defense capabilities.
• The implementation of these specific measures remains subject to current national legislation and the relevant decisions of parliament, according to the Council of Ministers.
